*AFRI Mandatory Proposal—The FY2017 request includes $325 million in mandatory AFRI funding.  This number is not reflected in the table as it is contingent upon the submission and enactment of legislation under the jurisdiction of the authorizing Committees On Agriculture.  In addition, this legislative proposal is subject to pay-as-you-go (PayGo) limitations, which requires the mandatory funding to be offset by reductions in other agriculture areas.

**Crop Protection/Pest Management—The FY2017 request includes language which precludes charging indirect costs against Extension Implementation Program Area grant awards.  This is identical to the limitation proposed by the BAA and included  in the FY2016 Omnibus Appropriations Act.
